OPERATIONS RESEARCH ANALYST, PENTAGON 1987 - 1990


1. Reported for duty and, within days, took over management of behind-schedule $1 million modernization project of Top Secret computer facility within the Pentagon

a. Aggressively managed numerous contractors and activities for four months, successfully meeting deadline

2. During the course of managing the site renovation project, it became clear that a comprehensive computer systems security plan would be needed before classified processing could begin

a. With no formal experience in this area, tackled this requirement vigorously. This was an enormous challenge since no formal computer systems security plan with such a high degree of technical complexity had ever been developed

b. Through superb planning, exceptional organizational skills, and just plain persistence, created the plan, gaining the necessary approval and ensuring the facility re-opened as planned with minimal impact to the crucial annual Office of the Secretary of Defense program appraisal process

3. Expertise in computer security matters led to selection as Division Security Manager for large Top Secret Office of the Secretary of Defense (OSD) computer facility

a. Managed complex security issues and completely redesigned site security, and developed security briefings as well as security operating instructions

b. Over a year in this position, maintained a highly effective program with no security deviations by doggedly enforcing standards and maintaining high security awareness

4. Found time to become, as described by supervisor, an expert in the art of computer simulation modeling

a. Instrumental in creating extremely useful, ground-breaking combat simulation models used in the program review of critical Department of Defense technologies

b. In particular, co-developed two combat simulation models used in the antisubmarine warfare program appraisal, including the program review of the SSN21 attack submarine

c. One model was presented at the annual Military Operations Research Symposium Conference at Fort Leavenworth, Kansas and was included in the Joint Chiefs of Staff's 1989 "Catalog of Wargaming and Military Simulation Models"

d. Contributed to making several important advances in state-of-the-art warfare simulation, leading to a letter of commendation from a senior OSD official and the praise of the simulation modeling community

e. Personally converted computer simulation model, versus using a contractor, from the mainframe computer to a personal computer configuration, saving the government $75,000. To accomplish this, had to learn the mainframe computer language, PL/1, during conversion

5. Seeking out new challenges, despite a lack of knowledge, took on position of Project Manager for the implementation of 16 secure local area networks within the Pentagon

a. Selected to lead a 16-member team on this very ambitious $3 million undertaking which would become the backbone information systems architecture for OSD (Program Analysis and Evaluation)

b. Project encompassed the acquisition and installation of 190 PCs and 45 laser printers

c. Coordinated, managed, and scheduled all activities associated with the implementation of these LANs

d. Instrumental in developing procedures to determine exact hardware and software specifications for over 200 OSD personnel

e. Initiated reconciliation process to ensure that all ordered equipment was properly received

f. Oversaw testing of all hardware and software configurations and the development of a flexible and innovative on-site training program which effectively educated customers in the proper use of the new technology

g. Routinely made the tough decisions when dealing with competing requirements and scarce resources, and demonstrated a unique ability to gain consensus from competing customers

h. Leadership and excellent organizational skills, coupled with tremendous energy and productivity, guaranteed a smooth implementation of this system ensuring its timely completion which was crucial to the DOD Program Review
