NAVY MARINE CORPS INTRANET PROJECT MANAGER FOR UNITED STATES NAVAL FORCES IN EUROPE,
U.S. NAVY HEADQUARTERS, LONDON, ENGLAND
AUG 2000 - MAR 2005
1. Requested by HQ US Naval Forces in Europe (NAVEUR) C4 Director to become Project Manager for implementation of Base Level Information Infrastructure Outside Continental United States (BLII OCONUS) in Europe, tasked with pulling all facets of the project together and keeping key players across Europe and in the United States well informed. NAVEUR’s depository of Europe’s BLII OCONUS’s corporate knowledge.
2. Member of Navy Europe’s Regional IT Council which contains representation from major Navy claimants throughout Europe and also member of the Enterprise IT Strategy and Coordination Working Group whose membership includes NAVEUR, Pacific Fleet, Navy Central Command in Bahrain, and the BLII OCONUS Program Office in San Diego.
3. Met all deadlines imposed by higher headquarters and the BLII OCONUS Program Office, analyzed vast amounts of data and converted into information, and kept on top of all Europe project matters, which resulted in NAVEUR submitting all required information which significantly contributed to successful award of $102 million BLII OCONUS contract to General Dynamics.
4. Conducted numerous data calls, throughout the European theater, including legacy applications, seat data, cryptographics requirements, SIPRNET requirements, building communication upgrade priorities, and candidate programs for web-enablement.
5. Reviewed a multitude of documents and made recommendations for improvement: BLII OCONUS CONOPS, briefings for Europe Naval Base Commanding Officers, point papers for Commander-in-Chief USNAVEUR, trip reports, OCONUS BLII Program of Actions and Milestones, Technical Requirements Notice, etc.
6. Developed infrastructure upgrade prioritization list which determined in which order millions of dollars would be spent in bringing the Navy installations in Europe in line with the required technical architecture.
7. Represented NAVEUR at various conferences: BLII OCONUS Operations & Maintenance (O&M) Conference and the OCONUS Enterprise Action Group Conference in San Diego as the sole representative for NAVEUR. Attended a conference at Dell Corporation, Limerick, Ireland, receiving briefings on Dell’s Corporate Overview, Services and Products, and their involvement with CONUS Navy Marine Corps Intranet (NMCI) and giving a presentation on the status of the BLII OCONUS modernization effort. Attended the BLII OCONUS Global Staffing Working Group, followed by the C4I Shore Infrastructure Conference in San Diego. Attended conferences/meetings in Naples, Italy (twice). Chaired two-day meeting in Naples attended by all Navy Europe IT Directors.
8. Saved literally thousands of Navy travel dollars by suggesting a BLII OCONUS training team out of SPAWAR San Diego should incorporate London into their schedule and not just Naples. 15 personnel attended the London training. Came up with the idea of linking Rota, Spain to the London session via VTC when they said they didn’t have the funds to send anyone.
9. Routinely briefed or held discussions with Navy executive officers on BLII OCONUS to include the Deputy CINCUSNAVEUR (Rear Admiral), Commander of Navy Computers and Telecommunications Command, responsible for all Navy long-haul communication facilities throughout the world, and the Naval Medicine Chief Information Officer., responsible for the Navy Medical’s global communications.
10. Scheduled, organized and hosted the Navy Europe Regional IT Council on several occasions where VTC participants from Hawaii, San Diego, Virginia, London, Stuttgart, and Naples, were provided with the latest in the BLII OCONUS Modernization project. One of the SPAWAR reps commented that "it was one of the few meetings I've attended in my short time here that was organized and productive." Another particularly noteworthy item was that the representative from Hawaii took part at 0300 local time in order to pick up tips on how best to run the Far East Regional IT Council.
11. Worked with Chief of Naval Operations staff in Washington D.C., providing required information for and confirming prioritization of Navy piers in Europe in order to be postured for significant communication upgrade funding.
12. Recommended that main NAVEUR customer initiate weekly meetings with key local BLII OCONUS personnel at NAVEUR HQ, which was accepted. Chaired these technical meetings and ensured discussions were converted into action items, which were rigorously tracked to completion. Division productivity significantly improved.
13. Maintained NAVEUR Critical Infrastructure Protection web page and performed the necessary Hyper Text Markup Language coding to keep it up to date.
