The Committee decided that the Argentine team and officials, in spite of requests by the President of F.I.F.A.[Sir Stanley Rous] - before the tournament started - for displays of football and conduct which would enhance the reputation of the competition, and in spite also of warnings and cautions given after a previous game, had, by their misbehaviour, brought the game into grave disrepute. They had committed flagrant breaches of the Laws of the Game, and shown disregard for discipline and good order. Antonio Rattin was ordered off the field, Jorge Solari and Luis Artime were cautioned, and the trainer and other team officials entered the field, in spite of previous warnings, and their arguments with the referee and F.I.F.A. officials, caused the game to be delayed by seven minutes. The attack on the referee after the game by players and especially by Roberto Ferreiro, and by team officials, was particularly regrettable. The referee would have been justified in bringing a charge against certain players for assault, but informed the police that he did not wish to do so. From all the evidence adduced, and for failing to comply with instructions previously issued, the Committee decided that:-

  1. The Argentine Football Association be fined the sum of 1,000 Swiss francs, the maximum permitted by the F.I.F.A. statutes.
  2. Antonio Rattin, who was sent off the field, be suspended for the next four international ‘A’ matches arranged by the Argentine F.A.
  3. Roberto Ferreiro be suspended for the next three international ‘A’ matches arranged by the Argentine F.A.
  4. Ermindo Onega, for having spat in the face of the official Commissaire [Mr H.H. Cavan], be suspended for the next three international ‘A’ matches arranged by the Argentine F.A.
  5. It should be proposed to the World Cup Organising Committee for the next World Championship that an entry by Argentina for the next World Championship in 1970 be refused, unless certain assurances are given as to the conduct of their team officials and players.
  6. Cautions to Jorge Solari and Luis Artime were confirmed. Cautions to Robert Charlton and John Charlton were confirmed.
The Committee requested the General Secretary to write to the Football Association to bring to its attention the unfortunate remarks made by Mr Alf Ramsey, the England Team Manager, in a television interview following the match, since it was the Committee’s opinion that "such remarks do not foster good international relations in football".
